ISPE – Institute for Studies and Power Engineering – is the consultant of the EBRD Project for Moldova and Romania Power Systems Interconnection

ISPE, national leader in the field of power consulting and engineering has signed Monday, the 14th of December, 2015, in Chisinau the consulting contract for Moldova-Romania Power Interconnection Feasibility Study.

In the current geopolitical context, the asynchronous interconnection of Moldova and Romania power systems represents a very important step towards the single European electricity market. This will allow the participation of our neighbours across the Prut river to the European electricity market.

The overall objective of the contract is the development of the technical, economic, commercial, social and environmental feasibility studies and of the documentations necessary for Moldova Government for the approval of the following investments: “Back to back“ station Vulcanesti and OHL 330kV Vulcanesti- Chisinau; “Back to back” station and OHL 330/400kv Romania-Ungheni-Straseni; “Back to back” station and OHL 400kV Balti – Suceava. ISPE will also develop the grid system study.

The consulting contract is financed by the European Bank for Reconstruction and Development (EBRD) through a grant of about 1 million EUR.

The beneficiary of the study is state-owned company “Moldelectrica” and the consortium which has been awarded the bid includes: ISPE, Romania – leader; Institute of Research, Design and Technology ”Energoproiect” Moldova and IVL Swedish Environmental Research Institute – partners.Mrs. Ph.D. dipl.eng. Anca Popescu as project manager will led the project.

The contract signing has been attended from Moldova part by Mr. Valeriu Triboi, deputy minister of Economy, Mr. A Alexandru S?ndulescu, adviser to the Prime Minister on Energy Policies. The contract has been signed by Mr. Ghennadi Dimov, General Director of MOLELECTRICA, Mr. Octavian Costas, on behalf of EBRD and Mr. Ion Eduard Chi?escu, ISPE Chief Executive Officer.

Through this collaboration, Romania is again close to Moldova and provides its expert skills, contributing to the strengthening of the trade and economic relations in the energy field.

Mr. Ion Eduard Chi?escu, ISPE Chief Executive Officer stated: “Since 1949, founding year, so far, ISPE has developed through its designs almost the entire Romanian National Power System i.e. electricity generation, transmission and distribution systems.  ISPE offers strategic consultancy and engineering services to public and private clients, in Romania and abroad. Our specialists propose and implement innovative solutions in the areas of energy efficiency and environmental protection for local communities and industry. ISPE has also gained considerable experience in developing research-development projects with European and national financing. The continuity of its presence as a dominant brand in the Romanian power system is a clear proof of the quality of the services offered and of the competence of its experts”.



Clean coal combustion technologies

ISPE – Institute for Studies and Power Engineering together with Politehnica University of Bucharest (UPB) organized the final National Conference CleanCOALtech 2014 with the topic “Clean coal combustion technologies”. The event took place on December 5, 2014 at University House in Craiova, Dolj County, Oltenia South West region.

ISPE organized this event as partner of the CleanCOALtech project “Educational and Training System for Clean Coal Technologies” along with Politehnica University of Bucharest (UPB) and the other Romanian members of the international consortium: ARoTT – Romanian Association for Technology Transfer and Innovation. CleanCOALtech National Conference aimed at disseminating the main objectives and the final results of the educational & training project and the promotion of the European funds made available through the LIFELONG LEARNING PROGRAM; Leonardo da Vinci / Transfer of Innovation – TOI / 2012.

Another objective of the conference, considering the new geopolitical background in the region, was drawing attention both to the national exploitation potential and efficient & clean use of coal domestic resources, and to the scientific interest in solutions and technologies already implemented in the energy sector in Romania.

Continuous Vocational Education Training (CVET) Programme

ISPE together with Politehnica University of Bucharest (UPB) organized, at the end of November 2014,  CleanCOALtech training sessions on “Clean Coal Combustion Technologies.” The training sessions were held in Deva, Hunedoara County and Novaci, Gorj County and were addressed to the Romanian coal energy sector.

By organising 4 x CVET sessions within CleanCOALtech European project “Education and training systems for clean coal technologies”, each running 2 days for a group of 25 trainees, we plan to update and improve the knowledge of specialists (operation and maintenance/repair departments) and non-specialists (experts from support departments – marketing, commercial, economic etc.) working in power plants, in order to use coal local resources efficiently and clean.

UPB and ISPE lecturers (researchers/teachers) prepared a relevant curriculum in order to cover all clean coal technologies:

  • Primary energy sources
  • Conventional steam power plants (CSPP)
  • CSPP Emissions control technologies
  • Coal combustion in CSPP
  • Coal and biomass co-firing
  • Integrated coal gasification combined cycle power plants (IGCC)

The CVET sessions have brought together a number of 100 trainees (75 specialists and 25 non- specialists) from Oltenia Energy Complex, Hunedoara Energy Complex and Govora CHPP.

Romelectro and ISPE at Power-Gen Middle East

During 12th -14th October will take place the International Fair “POWER-GEN Middle East” in Abu-Dhabi.

It is the first time when Romelectro and ISPE will be exhibitors to a POWER-GEN event.

“POWER-GEN Middle East” event theme is “Regional Opportunities. Strategic Thinking. Technical Solutions” and is dedicated to public and private power producers, Governmental representatives, investors, power industry representatives, producers of equipment and systems, other players on the power generation market, mainly from the Middle East region.

The main purpose of Romelectro and ISPE participation to POWER-GEN Middle East is business development in Middle East through meetings with representatives of the utilities companies, discussions over their development strategies and consultancy and engineering opportunities.

Taking into consideration the export policy driven by Romelectro Group, our participation to POWER-GEN Middle East is very important in expressing our interest regarding power, oil, gas, water and environmental protection sectors in Middle East.

“Enhanced Coal Exploitation through Underground Coal Gasification in European Lignite Mines” Kick-off Meeting

ISPE, as project coordinator, together with all involved partners, launched on August 28, the European research project COAL2GAS on the occasion of the kick-off meeting held in Bucharest.

The event was organized by ISPE at its headquarters and chairperson of the event was COAL2GAS Coordinator – dr. Carmencita CONSTANTIN.

The event started with the presentation of both the experts attending the event and their organisations, members of the project consortium, in order to underline the interdisciplinary approach of the project and high level of expertise. The consortium gathers RDI institutes, consulting – engineering – turnkey projects’ developers and lignite mines.

COAL2GAS consortium covers Europe from West to South and East through its partners coming from Germany, Belgium, The Nederlands, Greece, Poland, Slovenia and Romania, ensuring a geographical well balanced knowledge sharing and replicating potential.

COAL2GAS project represents a challenge for the coal power industry in Romania and a real opportunity for the Oltenia Energy Complex to develop new alternatives considering the current background at European level in terms of security of energy supply and natural resources import dependence.

International seminar – Europoles Technology in Romania

On Wednesday, 7th May, took place the event “Technologies for power transmission and distribution structures development”, organized by Romelectro and ISPE in partnership with the companies Europoles from Germany and Emon.

Among the event speakers we shpuld mention Mr.  Christian Göppl, Europoles, Mr. Nicolae Matei, Team Leader, ISPE and Bogdan Ciurumelea, Key Account Manager at Business Development Department, Romelectro Group, who delivered presentations related to alternative structures for building power transmission and distribution lines using pre stressed spun concrete poles for 110-400 kV networks.

The seminar was organized taking into account that the three companies intend to do a market research to assimilate and promote the Europoles technology in Romania for power transmission and distribution, for railway electrification and telecommunication poles.

The event reunited over 40 participants from institutions and companies such as Transelectrica – headquarters and branch, CEZ, ENEL, E-On Distribution Moldova, Electrica, Electromontaj Carpa?i Sibiu, Fichtner Engineering, Smart SA.

ISPE and Romelectro representations opened in Chisinau

After a deep market analysis, ISPE and Romelectro decided the opening of  two representations in the Republic of Moldova, which have been registered on January 15th 2014 at the State Registry Chamber.

Having as references the execution of over 20 000  transmission  lines,  more than 120 high voltage substantions and over 15 000 MW in power units, ISPE and Romelectro endorse the launchment of important partnerships on the more and more dinamic power and energy services market in the Republic of Moldova.

The two companies underlined the opening of the representations through a number of events which took place in Chisinau:

  • Meetings at the representations headquarters situated on the Stefan cel Mare si Sfânt 180 Street and also at the reception organised on the evening of 19th March with representatives of central authorities, energy companies, partners from Moldavia;
  • The press conference and the symposium „European energy and environment strategies and policies. Challenges for the Republic of Moldova”, organised together with the Economy Ministry of The Republic of Moldova on the 20th of March;
  • ISPE and Romelectro presence with joint stand at Moldenergy – Specialized Fair organized by Moldexpo at Chisinau, during 20th-23th of March.

On the occasion of the events in Chisinau, Mr. Ioan Dan Gheorghiu, President of ISPE Board of Administration declared that there are at least two serious reasons which determined ISPE and Romelectro to open representations in Chisinau: the declared intention of the Republic of Moldova to be a member of the European Union and the fact that it has been a year since the Republic of Moldova has carried the energy strategy including clear directives until 2030 and agreed to projects which should be accomplished until 2020.

In achieving these objectives both companies count a lot on cooperating with companies from Moldavia. In that direction, either has been signed a memorandum of understanding or other forms of partnerships between ISPE and Romelectro on one side and companies from the Republic of Moldova on the other, or there are in progress of identification and certification local engineering, equipment supply or construction or mounting companies.

The two companies experience, brought together both in Romania’s pre-adheresion period to the European Community and also after represents a big advantage for Romanian companies and authorities and also for other partners in the Republic of Moldova.

ISPE member of the Romanian Energy Center

Recently, ISPE became member of the Romanian Energy Center, headquartered in Brussels and Bucharest. The Romanian Energy Center is an NGO deploying a lobby activity for promoting Romanian companies in the energy field on the European market and also investment projects submitted for obtaining European funds. This activity is meant to rise the European funds input rate and to revitalize the Romanian energy private and public sector.

The Romanian Energy Center is also involved in standardizing the legislative frame and in regulating the European one, initiating programs on prior directions and themes having technological and financial support at European level, by being an information support channel – dissemination – knowledge sharing.

Between 12th -14th November took place in Brussels the “European Coal Days – Coal in Action”, a series of events organized by the Central Europe Energy Partners (CEEP) in partnership with two European deputies (Bogdan Marcinkiewicz and Christian Ehler). The events gathered representatives from the European Parliament, European Commission, Financial and Social European Committee and also EUROCOAL, public authorities from Poland, the Romanian Energy Center and private environment representatives.

The event took place at UPB’s Library and was conducted under the auspices of the VIth edition of the International Conference on Energy and Environment – CIEM, 07-08.11.2013.
