Promoting CO2 capture and storage in Romania
Thursday, March 25, 2010, took place in Bucharest, at the Parliament Palace, the second edition of the international workshop “Promoting CCS in Romania”.
The scientific coordinators group: ZEP, CO2 GeoNet and Bellona Europa and the organisers: Club CO2, ISPE, GEOECOMAR and Reporter Press Group have launched the debate of all related issues regarding a CCS demonstrative project preparation and implementation in Romania.
As you all know Romania had decided to join the "EU CCS Demonstrative Program" through the Romanian Government approval of the „Action Plan for the Implementation of a Demonstrative CCS Project in Romania”.
EU will support the “CCS Demonstrative Program” through different financial mechanisms for the development of CCS technologies, as: EERP, NER Pool - EUA 300, other European funds.
Accordingly to Mr. Sebastian Vlădescu, minister of Public Finance, who attend the workshop „The Ministry of Public Finance (MFP) will support all actions for EU funds accession, especially EU-ETS mechanisms through 2009/29/EC Directive’s funds. In the same time MPF will sustain, at maximum, the practical application of financial resources granted for Romania through the future Norwegian-Romanian mutual agreement”.
Internationally recognised experts joined us, in Bucharest, in order to support us – decision makers and Romanian specialist – in preparing the Romanian demonstrative CCS project and increase Romania’s accession chances to European funds: Mr. Scott Brockett, Principal CCS Policy Officer, EC – DG Climate Action / Belgium; Mr. Paal Frisvold, Chairman of the Board, Bellona Europe; Mrs. Isabelle Czernichowski-Lauriol, CO2GeoNet ExCo Vice-Chair / BRGM / France and Mr. Sergio Persoglia, CO2GeoNet Secretary General / OGS / Italy; Mr. Eric Drosin, Director of Communication, Zero Emissions Platform / Belgium; Ms. Stacey Matthews Krsteski, Group Strategy Manager, Global CCS Institute / Australia; Mr. Arnaud Van der Beken, Operation Manager Europe & Africa, Schlumberger / France; Mr. Peter Erich Arnold, Head of Sales & Marketing, ALSTOM Carbon Capture GmbH / Germany.
The workshop gathered distinguished attendants from the diplomatic and political environment, Romanian experts: His Excellency Mr. Øystein Hovdkinn, Ambassador of Norway in Romania; Mrs. Sarah Cullum, Deputy Chief of Mission, UK Embassy; Mr. Sebastian Vlădescu, Minister of Public Finance; Mr. Iulian Iancu, President, Chamber of Deputies’ Commission for Industries and Services / Romanian Parliament; Mr. Mircea-Ioan Cotoşman, Secretary of State, Romanian Ministry of Environment and Forestry; Mr. George Tuţă, Counselor of Mrs. Adina Vălean, EU Parliamentary; Mrs. Cristiana Ion, Quality and Environment Network Division Director, Romanian Economy, Trade and Business Environment Ministry; Mrs. Florina Sora, Senior Adviser, National Agency for Mineral Resources; Mr. Gheorghe Oaie, General Director, GeoEcoMar; Mr. Ioan Dan Gheorghiu, Chairman and CEO and Mrs. Carmencita Constantin, Energy & Environment Division Director, ISPE.
Chair persons and speakers, internationally recognised experts in the field of climate change, brought scientific added value to the workshop, all papers and brochures being available, as soon as possible, on this site.
The workshop focussed also mass-media interest, reporters from TV (Money Channel) and radio (Radio România Actualităţi) broadcasting live the event, newspapers and online reports (Green Report, Evenimentul Zilei etc.) were drawn up.
