European funds to improve environmental quality and population health in Romania
Tuesday, May 19, 2010, the National Conference within the project “Technical Assistance for Project Portfolio – District Heating”, financed by PHARE ESC 2006//018-147.04.03/08.03, was held at the Athenee Palace Hilton Hotel, Le Diplomate Hall.
The Ministry of Environment - Management Authority Sectorial Operational Programme Environment Direction - had fulfilled the role of Implementing Authority, the Final Client being represented by the local public authorities. The project was developed by us the Institute for Studies and Power Engineering – ISPE.
The Ministry of Environment together with ISPE launch an opened debate on the improvement of life quality in Romania, reflected in the quality of environmental factors and population health, as a result of investments in infrastructure required by the economic and social EU cohesion policy.
The ultimate goal of the project deals with a portfolio of investment applications in the heat supplying sector of the domestic clients. According to the priorities of Axis 3 - ESOP, the selected clients in the project presented were: Oradea Local Council, Focşani Local Council, Botoşani Local Council, Vâlcea Local Council and Reşiţa Local Council.
The investment works, estimated at about 210 million Euros for the period 2010-2013, that will be the subject of the EU fund, will reduce the environmental impact and will increase the energy efficiency of the district heating systems in the mentioned municipalities.
The National Conference brought together personalities from the political field and local experts: Liviu Grădinaru, deputy secretary of state for local communities, The Ministry of Interior; Doina Franţ, general manager, Ministry of Environment; Răzvan Cotovelea, deputy general manager, The Ministry of Public Finance; Ioan Dan Gheorghiu, Chairman and CEO and Carmencita Constantin, Energy & Environment Division Director, ISPE.
Chairpersons and speakers internationally renowned experts in the energy and environmental protection field brought added value to the event.
