The Global CCS Institute is offering once again its support for the CCS technology implementation in Romania
At the end of April the Ministry of Economy, Trade and the Business Environment (METBE) organised in Bucharest together with the Institute for Studies and Power Engineering (ISPE) the kick-off meeting “CCS Regulatory test toolkit in Romania” for the future cooperation between the Global CCS Institute, the Scottish Government and the Romanian Government.
Romania received a grant of 51000 EUR from the Global CCS Institute in order to improve the legal and institutional framework for the future implementation of GETICA CCS demonstration project.
The aim of the event was:
- raise awareness of the recently published toolkit for ensuring best practice regulations and permitting processes around GETICA CCS demonstration project
- establishing the responsibilities of the partners involved in the future cooperation
- identifying the Romanian stakeholders authorities involved in the permitting process during the development of GETICA CCS demonstration project
- understanding and further developing the regulatory framework necessary to considered the whole chain of CCS activities for the GETICA demonstration project.
The Romanian key players involved in the permitting process will use the toolkit to test the regulatory regime for the GETICA CCS demonstration project.
Along with Meade Harris, Regional Representative - Europe, Global CCS Institute, the others attending the event were Justine Garrett, Legal Analyst, International Energy Agency (IEA) and the Scottish Government representatives - Howard Steele, Fossil fuels and CCS Development Manager and Ross Loveridge, Energy Counsellor.
Romania was represented by:

- National Energy Regulatory Authority - NERA
The Romanian coordinator for this cooperation is Cristiana Ion, Minister’s Counsellor, METBE.
Unrolling the Global CCS Institute regulatory toolkit will bring benefits to the GETICA CCS demonstration project by:
- improving the legislative and institutional framework
- permitting process of optimization
- ensuring the commissioning of project on 31.12.2015.
