Mr. Dumitru Gârdan graduated in 1972 the Polytechnic Institute in Timişoara, Hydro technique Construction Faculty, diploma in Hydro technique Constructions and Installations.
Mr. Dumitru Gârdan’s professional career started in 1972 and developed as follows: design engineer, project manager and then Hydro technique team head at IPJ, Baia Mare, till 1978 when he developed projects for water supplying systems, sewerage, waste water treatment plants for small cities and rural zones; between1978-1999 he joined ISPE Timişoara Subsidiary, performing projects for Timişoara CHPP, Arad CHPP, Dr.Tr. Severin CHPP, Zalău CHPP, Oradea I and II CHPP, Deva TPP, Işalniţa CHPP, Satu Mare (water treatment plant upgrading), having the following hierarchic evolution: design engineer, project manager, hydro technique team head, expert, surveyor and counsellor; in 1999 he was nominated head of Process Department, until December 2005, when he became subsidiary’s director. Between 2004 and 2006, Mr. Dumitru Gârdan gained experience in developing and managing EU financing programs such as ISPA and SAPARD.

- “Performing environmental impact assessment studies”, 1996, ICIM Bucharest.;
- “Risk, safety and quality management for hardware, equipment and technological installation assembling” 2001, Industry and Resources Ministry.
