Ph.D. candidate Carmencita Constantin
Energy & Environment Division Director
Mrs. Carmencita Constantin graduated “Politehnica” University in Bucharest –Energetic Faculty and presently is finalizing Ph.D. studies within ”Politehnica” University in Timisoara with the topic ”Contributions to the DHS optimization strategy development in Romania”. She is continuously working with ISPE from the University graduation till present, bringing her personal contribution to the company development.
As director of the Energy & Environment Division, she has as main targets:
- to keep ISPE leadership in consulting and engineering services in the energy & environmental national strategies, energy efficiency and heat & power generation projects development, based on fossil fuels and renewable energies
- to develop ISPE involvement in environmental projects (water, air, soil, wastes and wastes to energy) for energy and other industrial sectors, as well as for local authorities
- to develop ISPE contribution in structuring energy and environmental projects for accessing EU structural funds
She was responsible to develop ISPE contribution in the main energy-climate change activities in Romania, such as:
- Preparing the National Allocation Plan under EU-ETS Directive
- Management of CO2 emissions from ETS activities at national level
- EU-ETS Directive impact assessment on the Romanian industries
- EU energy-climate change package impact on the Romanian energy sector competitiveness
- Promoting the use of RES in Romania and RES technologies development
- End use energy efficiency – for public and industrial consumers
- Promoting projects development in Cogeneration and DHS fields
- Accession of EU financing programs for developing energy and environment projects
- Developing and promoting R&D activities at EU and national levels
- Promoting CCS concept and technologies in Romania
She is a member of several professional bodies:·
- AC ZEP – Advisory Council of Zero Emission Platform for Zero Emission Fossil Fuel Power Plants
- EPE – European Parliament for Enterprises
- WEC – World Energy Council, the Romanian National Committee
- EIONET – European Environment Information and Observation Network
- SIER – Romanian Society of Thermo-energetic Engineers

Mrs. Carmencita Constantin is author or co-author of several scientific papers on energy and environmental issues. As senior expert, she has obtained, during her professional carrier, an impressive number of awards for the contribution to the clean energy technologies promotion, development and implementation.
She is always looking for a professional reconsideration of the energy sector contribution toward a long term sustainable development of Romania.
