Buzau Municipality utilities development - District Heating Systems
Short description:
The project "Municipality utilities development - heating systems in Buzau city" was performed under the Loan Contract concluded on April 13, 1997, between the European Bank for Reconstruction and Development (EBRD) and the Romanian Government, represented by the Ministry of Finances. This Contract assumes EBRD's partial financing of the works necessary for rehabilitating a part of Buzau city heating system.
Works performed:
- upgrading of 7 existing heat centralized distribution substations;
- erection of 17 block of flats thermal substations;
- upgrading of 6 thermal plants upgrading;
- rebuilding of secondary thermal networks of heat distribution substations and of upgraded thermal plants;
- execution of the primary connection thermal networks for the new 17 heat substations;
- partial rebuilding of the district heating main pipeline II and of the primary networks connected to it;
- achievement of a complex operation monitoring system for the above installations;
- heat meters erection on each block of flats based on the savings resulted both from EBRD loan and from Romanian contribution the project has been extended with works for the reconstruction of networks pertaining to heating main pipeline II based on modern technologies.
- Maximum heat/hour demand of the modernized areas (heat central distribution substations, thermal substations, thermal plants) is summing up: 108 MWt;
- Total length of the rebuilt and upgraded secondary thermal networks represents 23.4 km;
- Total length of the rebuilt and upgraded primary thermal networks represents 15 km;
- Number of heat meters erected at the block of flats is about 600 pieces.
Main technical solutions adopted for the heat central distribution substations and thermal plants consist in:
- replacing of tube heat exchangers with plate heat exchangers in the heat distribution substations;
- replacing of all old equipments in the heat distribution substations (pumps, water supply tanks, expansion vessels, process control equipment) with new high performance ones;
- achieving 17 heat distribution substation for block of flats and erecting 17 thermal modules fully equipped and provided with process control systems including heat meters,
- replacing old boilers and equipment with new ones of high efficiency and high performance auxiliary equipment;
- equipping all heat distribution substations and thermal plants with I&C complex systems for heat supply control which can be driven from area dispatcher centres;
- erecting softening plants for preparing the make up water of secondary circuits in all heat distribution substations, thermal substations and thermal plants,
The technical solutions adopted for the upgraded areas are related to:
- replacing old pipes with pre-insulated pipes, both the primary and the secondary networks;
- using preinsulated pipes curved in the factory as to avoid expansion loops;
- monitoring system performance providing the surveillance and control of the insulation condition of the pre-insulated pipes and the location of any failure as well as the surveillance of the heat supply system operation by raising the parameters of the heat distribution substations of the thermal plants and of those from blocks of flats;
- erecting heat meters in special rooms of the blocks of flats or in special inspection chambers in their neighbourhood and taking over measurements by the monitoring system.

Energy/efficiency:
Reducing heat losses and increasing energy efficiency by introducing plate heat exchangers and heat meters which lead to an yearly saving of 127.000 Gcal.
