Comparative study on Arad municpality energy strategy
Short Description:
The study consists in choosing the upgrading solution for the district heating of the city of Arad in all its areas: sources, thermal substation, primary transmission networks and secondary distribution ones.
The solution proposed in this study and approved by the client stipulates the following:
For the heat sources:
• completion of the 50 MW unit no. 2, DSL-50 type, in the lignite fired Arad CHPP;
• rehabilitation of HWBs no. 5 and 6 in hydrocarbons fired Arad CHPP.
In the heat carrier transmission and distribution system:
• rehabilitation of about 30% of the primary network;
• conversion of the thermal substations into distribution branch points;
• development between the distribution branch points and consumers (block staircase) of a secondary network, in a two-pipe system (about 2800 connections);
• erection of substations for heating and domestic hot water pressurization at each consumer separately (about 2800).
In this solution the installations (heat exchangers) and secondary networks belong to consumers, and the settlement of account will be done at the interface between the transmission network and these installations.
The investment works for performing the solution proposed in the study are:
For the heat sources:
I. Arad CHPP (lignite fired)
• Thermomechanical installations for completion of the 50 MW unit 2, DSL-50 type by carrying out works at: turbines house, turbine and annexes, bunker body, boilers house, boiler rear side
• Fuel handling plant;
• Electrical and control systems;
• Civil works and civil installations, architecture for the turbines house, bunker body, intermediary body, boiler house, and boiler rear side, cooling tower no.2;
• Hydrotechnical installations;
• Layout.
II. Arad CHPP (hydrocarbons fired)
Rehabilitation of HWBs no. 5 and 6 by carrying out the works: mechanical, electrical and I & C systems as and auxiliaries (water chemical treatment, fuel handling plant, drinking water), and low NOx burners

- As a general designer ISPE will perform in 2003 the feasibility study and approvals documentation.
Estimated Economical Efficiency:
