Iasi II CHPP – Modernization of 27 thermal distribution substations
Short description:
The design is related to the modernization of thermal distribution substation including process control system, rehabilitation of buildings and of technological, electrical, sanitary and heating installations. The design includes also the solution of converting some thermal distribution substations in thermal modules and their connecting directly to the primary heat transmission system, the design of these modules and of the connections to water, sewerage and electricity facilities.
For thermal distribution substations which are not converted in thermal modules the design provides the rehabilitation of distribution networks.
Thermal distribution substation modernization:
The modernization of the thermal distribution substation considered the working parameters and constructive characteristics of the district heating system of Iasi municipality so that the technological diagram of each thermal distribution substation to fulfill the following functions:
- operation under two thermal and hydraulic conditions during winter and summer;
- temperature lowering on primary heat carrier return pipe as low as possible as to improve operation efficiency of the source and of the transport networks;
- mixed control of quality and quantity through flow hourly variations for pumping energy saving.
Thermal distribution substation process control system:
The process control system will fulfill the following functions:
- temperature control of the heat carrier for heating according to outside temperature and preset control schedule;
- tap hot water temperature control at constant level;
- automated operation of installations pertaining to thermal distribution substation including the possibility of adjusting load curves, real time programming and energy low consumption operation;
- automated operation of make-up installations within the secondary heating circuit with algorithm for heat carrier massive losses detecting, make-up signaling and stopping.
The above mentioned functions will be ensured through a programmable controller which will take over the following functions, as well:
- data reading from heat meters and sending through M-BUS system to the area dispatcher;
- remote transmission of thermal distribution substation operation parameters;
- detecting, signaling, remote transmission of emergencies, fires, burglary, floods;
- heat carrier pumps state remote transmission.
Rehabilitation of thermal distribution substation buildings, technological, electrical, sanitary, heating installations.
Solution adopte:
- masonry, floors, hydro-insulation and closings recovery.
- recovery of existing lighting, power, water, sewerage, heating installations.
Thermal modules:
The documentation for thermal modules location includes all data necessary for their procurement, erection and commissioning. The thermo-mechanical and process control diagram is a series-parallel diagram. For each thermal modules it is provides hydraulic balancing of pertaining blocks.
The documentation includes all connections for utilities as to ensure thermal modules operation under good conditions.
Primary transport thermal connections:
The documentation includes all elements necessary for the damaged connecting pipes replacement works within primary network of thermal distribution substations as well as new primary connections for thermal modules supplying. The rehabilitation of primary connection is performed by means of pre-insulated pipes erected directly in earth provided with thermal insulation moisture detecting and data transmission cable.
Distribution thermal networks:
The documentation for the modernization of distribution networks pertaining to each thermal distribution substation will be prepared after their resizing and provides the use of pre-insulated pipes.

Estimated efficiency:
- heat losses reduction in primary transport networks, in thermal distribution substations and secondary distribution networks as not to exceed 5% of the heat amount yearly supplied.
- heat carrier losses reduction in transport and distribution networks as not to exceed 0.5 % of the total volume of installations.
- decreasing expenses for repairs, maintenance and operation for transport and distribution networks and thermal distribution substation.
