Hidroelectrica Bistrita Head Office and Dispatch Building
Brief description:
The project aims at reinforcing and rehabilitating Hidroelectrica Bistrita Head Office and Dispatch Building located in Piatra Neamt municipality.
The works proposed is meant to ensure the development of specific activities under maximum safety conditions upon earthquake, improve working conditions for the personnel and protection of the built elements against environment aggressiveness.
The building was meant to house the administrative head office and dispatcher of Bistriţa hydropower branch and a bank head office (currently BRD) that partially occupies the ground floor.
The existing building consists of two bodies - Dispatch body (GF+2) - with mixed function (administrative head offices and dispatcher control room, technical areas included) and Head Office body (GF+3), with administrative function (offices). The vertical and horizontal circulation between the two bodies is performed by a Connection body (GF+2).
Designed and built during 1966 - 1968, the building is a construction with structure in reinforced concrete frames with brickwork enclosures, reinforced concrete handrail panels and metallic joinery and indoors brickwork .
The architectural plastic of the building is specific to the 70's.
The finishing materials are those currently used in the respective period at administrative buildings. The reinforced concrete visible elements at the facade level (columns and handrail panels) are locally damaged mostly on the N-E facade.
The reinforcing and rehabilitation project was based on the strength structure technical survey conclusions that recommended the reinforcing of the two main bodies of the building.
The strength structure reinforcing work considered central columns strengthening of the two main bodies of the building from the foundations to the last level.
In terms of architecture, the following work categories were taken into consideration:
- local tearing down of brickwork, floors, interior joinery in order to perform reinforcement work;
- post reinforcing repair works;
- rehabilitation works concerning floors, joinery, indoors and outdoors finishing.
The rehabilitation work was conceived according to the assumption of keeping the current functions distribution and had in view to meet the standard requirements regarding the building thermal rehabilitation for thermal power saving, provision of fire prevention and fighting measures and measures to adjust the building to the requirements of crippled people.
Concerning facades work the focus was on emphasizing the building initial architecture complying with modernisation work recently carried out in the area occupied by the bank, in order to obtain a unitary image of the building in its entirety.
Modern materials with high wear and tear in order to protect the built elements against environment aggressiveness and render the building as a representative one were recommended.
Therefore were provided the following works:
- replacement of existing outdoors joinery by aluminum joinery made of heat breaking profiles , multi room system, fitted with thermo insulated glass;
- replacement of existing indoors joinery by oak veneer wooden joinery;
- lining the existing floors and stair steps with porcelain sandstone;
- replacement of the existing stair banisters by aluminum profile banisters;
- mineral fibre noise proof plate suspended ceilings montage;
- indoors and outdoors repainting.
A particular attention was paid to the protection of the facade exposed concrete elements by applying a special treatment based on bicomponent additivated mortars, chemical agents and repeated frost-defrost proof resistant.
The work also comprised rehabilitation and modernisation work of indoors installations associated with the construction (electric, thermal, sanitary, air conditioning equipping included).
