Modernization of Iasi CHPP for operation optimizing and complying with environmental regulations
Short description:
ISPE performed the energy, technological, economic and financial analysis of the project having in view the operation optimization and observance of the environmental program requirements.
The categories of works proposed for Iasi II CHPP modernization are the followings:
Works category I Removal of ash settled on heat exhanging surfaces of 420 t/h steam boiler through chemical cleaning (post-combustion chemical treatment) by means of additives.
The use of cleaning technology during boilers operation leads to the following effects:
- reduction of grease settlements and high and low temperature corrosion;
- firing process improvement and boiler efficienct increasing;
- reduction of polluting emissions in atmosphere;
- reduction of operation and maintenance expenses.
Works category II Modernization of electrostatic precipitators pertaining to 420 t/h steam boilers.
The modernization works for the existing electrostatic precipitators includes:
- partial reusing of the mechanical part;
- ensuring firing gas flowing in electrostatic precipitator and upstream of it according to the ash concentration in gas of 50 mg/Nm3 at electrostatic precipitator outlet;
- achivement of emission electrode systems design according to settlement electrodes system as to meet the requirements of the dedusting higher level;
- equipping with a modern electrical and process control equipment adequate to the new type of fuel used in the boiler.
Works category III Modernization of boiler ash and slag removal system and storage compliance with environmental requirements:
- The modernization works have in view to change the bunkers and equipment for dry ash removing from boilers into a new system; ash will be pneumatically conveyed to the silo in the power plant;
- All amount of ash and slag removed will be conveyed from the power plant to Holboca storage as dense slurry. It will be created also the possibility to take over an amount of ash in dry state, from the dense slurry station, for capitalization. The dense slurry station and ash silo will be located in the area between boiler electrostatic precipitators and stack near-by railway;
- The ash and slag storage will comply with the environmental requirements related to flying ash, storing space cleaning and other provisions concerning non-dangerous materials storing.

Specific investment (without VAT) reported to storing capacity (1078800 m3): 11,1 Euro/m3.
Specific investment (without VAT) reported to thermal capacity (2x305 MWt): 28225,8 Euro/MWt.
