800MW PPT “Zona Libera Galati”
Short description:
At “Zona Libera Galati” (Galati Free Zone) it will be installed a unit of 800 MW with supercritical parameters running on hard coal of approx. 6000 kcal/kg LHV (abt. 25000 kJ/kg) which will discharge the electricity generated to SEN (National Power Grid) through two 400 kV overhead transmission lines.
The high voltage line (about 22,5 km) will connect the generating unit to Smardan substation.
„Zona Libera Galati” plant is a greenfield project.
The design includes besides the plant proper the achievement of a harbour at the Danube as to supply coal – brought by barges – for the plant (about 2000000 t/year), a trestle for coal conveying belts from the harbour to the plant coal storage, a pumps station on the Danube bank meant to cover the plant demand of cooling water.
The plant will be equipped with installations for pollution reducing (SO2, NOx, powders), lime handling plant, equipment for waste water neutralizing

Contracts have been concluded for:
1. Study for power discharging, under two stages.
Stage I included the analysis of several possible alternatives having in view:
- the normal operating conditions considering n and (n-1) elements under operation, checking the observance of transmission installations capacity and compliance with the admissible range of voltage;
- to emphasize the installations necessary as to increase the transmission network for each alternative;
- short-circuit stresses computation;
- to estimate the investment necessary as to compare alternatives at the client and system;
- proposed alternative.
Stage II has been prepared after Transelectrica has approved the first stage and has included:
- stationary conditions with n and (n-1) elements under operation considering SEN is operating interconnected to UCTE;short-circuit stresses computation;
- static stability conditions analysis;
- transient stability conditions analysis;
- safety indices; conditions for framing within SEN (frequency control, voltage control, automation etc.);
- conditions for framing within operative control, interface with existing SCADA.
For preparing stage II there have been used data made available by Transelectrica related to the transmission network.
2. Environment Impact Assessment study necessary to obtain the environment permit.
3. Preparing documentations necessary to obtain the permits and approvals starting with the urbanism certificate up to the project for construction permit.
4. Pre-feasibility study, feasibility study, permits and execution details for the achievement of double circuit overhead transmission line of 400 kV between the plant and Smardan substation for discharging a power of about 800 MW to SEN (National Power Grid).
Estimated technical performances:
Achieving the optimum alternative for 800 MW unit connection to SEN both from technical and unit operating conditions point of view.
Setting up technical solutions for achieving the connection to SEN.
